The local government does not pay attention to the damaged roads after flooding because they tend to leave it till so badly-damaged that they can propose a project for repairing roads with a larger budget from the central goverment. Such project budget can be used later for the whole damaged roads with some portion of the budget for the comittee's unofficial wages. The solution for this matter is simply by applying the sudden inspection to the local government and imposing the certain punishment / suspension by the central government or independent organization to assist the government dealing with such jobs.
